What is the PPWR and what does it mean?

The EU Regulation on packaging and packaging waste (PPWR) creates uniform rules for the first time,
to make packaging recyclable throughout Europe and reduce waste.

Central topics are:

– Design for Recycling (DfR) – i.e. recyclable packaging design,
– recyclability performance levels (A-E) and
– the prospect of recyclability on an industrial scale (“at scale”).

From January 1, 2030, all packaging must achieve at least performance level C (≥ 70% recyclable).
From 2038, at least level B is required.

The key to PPWR compliance

The Design for Recycling (DfR) determines the performance level to which packaging is assigned.

In particular, the following are evaluated:

Material concept: monomaterial instead of composite
Design: recycling-friendly colors, prints and labels
– Technology: good separability and sortability
– Compatibility: compatibility with existing recycling systems

Depending on the degree of compliance, packaging is classified in performance levels A to E – from “best-in-class”
(A, ≥ 95% recyclability) to “non-recyclable” (E, < 70%).

Power level Threshold value (DfR) Significance for the market
A ≥ 95 % Best-in-Class: Maximum recyclability; indicates maximum recyclability.
B ≥ 80 % Minimum level from 2038; very good recyclability; clearly above the minimum requirements.
C ≥ 70 % Minimum level from 2030; packaging below this level is considered non-recyclable
D/E <70 % Not compliant; no market authorization in the future regime.

FAQ on PPWR & DfR (short & clear)

From 2030. Packaging below level C is then considered non-recyclable.

From 2038, the PPWR stipulates performance level B as a minimum requirement.

No. Design (printing, colors, additives, labels) and sortability must also be PPWR-compliant.

From 2035, it must be demonstrated that packaging is actually collected, sorted and recycled on a large scale.

“Design for recycling” means designing packaging in such a way that it can be optimally recycled.

Compatibility with recycling systems

Yes, chemically it is identical to PE – the DfR design remains the decisive factor.

No. We deliberately use single-color logos and markings to achieve maximum recyclability. Until the start of the new regulation, multi-colored logos can of course still be implemented.

Single-color films are easier to sort and result in cleaner recyclates. Multi-colored prints disrupt the recycling process and reduce the material quality.
